  Louie A. Brown Jr. 

Louie A. Brown Jr. is a partner in the firm of Kahn, Soares & Conway, LLP. He manages the firm's Sacramento office and the Government Relations Group, representing clients before the California State Legislature and various state administrative agencies.

Louie has more than 20 years of experience in providing clients with expert advice in maneuvering through California’s complex legislative and regulatory process. He has written numerous laws and played key roles in negotiating legislation and regulation on a variety of topics, including agriculture, labor, housing, technology and water.

In addition to his work with the firm, Louie is deeply committed to the success of Career Technical Education. He serves on the Cal Poly College of Agriculture, Food and Environmental Science Dean’s Council and the California FFA Foundation Board of Directors. He enjoys the outdoors and spending time with his family. Louie earned his Bachelor of Science Degree from California Polytechnic State University in San Luis Obispo, California and his Juris Doctor from the McGeorge School of Law.

Louie and his wife, Kymberlee, have three kids and reside in Elk Grove.

Sandra L. Gottlieb, Esq., CCAL

Is a Founding Partner of SwedelsonGottlieb and is widely recognized as one of California’s preeminent community association attorneys. She is a founding partner and the Managing Partner of SwedelsonGottlieb, a law firm established in 1987 that is exclusively dedicated to the representation of community associations across California. Sandra also leads the firm’s transactional team, providing strategic counsel on a wide range of legal matters impacting common interest developments.

She is a dedicated leader within the industry and has served as President of the Board of Directors for 3 (CAI) chapters:  In Orange County, Los Angeles, and Channel Islands—demonstrating her deep commitment to advancing professionalism and education within the field. On a national level, she has contributed significantly through her roles on the CAI National Faculty, the CAI National Attorneys Committee, and as a distinguished Fellow of the College of Community Association Lawyers (CCAL).

Sandra’s leadership also extends to the California Association of Community Managers (CACM), where she served as Editor of the CACM Law Journal and as a designated attorney on the Professional Standards Committee, helping to shape and uphold the ethical standards of the Management profession.

A sought-after speaker and educator, Sandra frequently presents at industry events across California and beyond. She is known for her practical, solution-oriented approach and is a trusted advisor to volunteer board members, community managers, and legal peers—guiding them through complex operational and governance issues with clarity, integrity, and a deep understanding of the law.

Steven A. Roseman,Esq. 

Steven A. Roseman is the founder and managing partner of Roseman Law, APC, a full-service real estate and business law firm, specializing in Common Interest Developments, with offices throughout California.

Mr. Roseman has more than 30 years of experience in representing homeowners’ associations in a variety of legal matters. He serves as general counsel, dealing with transactional, litigation and collection matters on behalf of those associations.

Mr. Roseman has significant trial experience, trying more than forty-three jury trials, bench trials and arbitration proceedings on behalf of his clients and attended countless meditations.

He is a member of the California and Nevada State Bar Associations.

Mr. Roseman was a past President for CAI and has served on various committees. He was a CLAC delegate for many years until he was termed out. He is now an emeritus CLAC member. He also teaches extensively for CAI and other organizations.
